Is a business administration degree really that worthless?

I plan on double majoring in Business Administration and Communications with an emphasis on Public Relations but I keep on hearing that the Business Administrtation degree is worthless if I do not have a concentration such as in accounting,finance,marketing etc. so I am deciding on doing a double major.What are some career options for somone with a double major in Business Administration and Communications with an emphasis on Public Relations? I have been looking at the courses for both and really like it.

1. I have a BBA and did not have a concentration. I work for the government because no one else would hire me.
