What sources of funding are available for a person pursuing a doctoral degree in educational leadership?

My intent is to pursue a doctoral degree. What forms of financial assistance / aid are available besides student loans. Are any specific funding sources for this particular academic area. The intent is to continue efforts within secondary education in public school system, however, with increased knowledge and skills.

1. Stipends are given for teachers going for national board certification. Perhaps there is some federal program for those pursuing what you desire.?
