Should I enroll in a 2nd Master's program or possible continue on to pursue a Doctoral degree?

I currently have a Master's in Instructional Leadership, I don't think I get much out of the program. I am thinking about getting a second Master's degree in Higher Education or go to pursue a doctorate degree. I want to work in higher education as an administrator or eventually teach.

1. Yes get as much education as you can in this life. It will only help you.
2. even if you get your phd or the masters, what would you do with either one? What would you teach with the masters in higher education? Instructional leadership?.........
