Interestingly, only more recently have police departments began requiring college degrees for specific ranks. While seniority obviously adds to ones experience and knowledge in the field, sometimes veteran officers are simply not a good fit for certain types of promotional assignments, such as the move into police administration. It totally depends on each person. So it is based on a number of things, as you mention, merit, work ethic, experience, etc. When we talk about police structure, how important is it for a police department to put the right officer in the right position?

  1. That has nothing to do with experience and experience is everything on the streets. We can't have a Rookie fresh out of the academy be promoted to Sgt just because he has a good college degree. It doesn't work like that.
