I have 2 masters degrees, one in Special Education and one in counseling, why can't I get an interview?

I applied for the NYC Dept of Education...I have not gotten any interviews...I have 4 years experience working with people with disabilities and 2 Master's degrees! Why is it so difficult to get an interview? I thought New York City would be looking for special education teachers???
