What are the requirements for entering the Harvard grad. and doctoral program?

Is there a possibility to skip master degree and to go directly to PhD?

1. Yes, but it is not recommended. Since admissions are so competitive, most Harvard grad school applicants already have a master's degree, and sometimes even another PhD.
2. unbelievably expensive and judging by the output of lawyers and politicians you come out dumber than when you went in
