What do you mean by "small"? Most D-I schools are fairly large, though some smaller schools are D-I in certain sports and not others.
If you want a good combination of the school being great at both academics and athletics you are going to have to go to a large university most likely. In my opinion, the best conferences that have the best combination of both would be the Big Ten and ACC.
